Course Description
This course is an introduction to the state rule-making process: its mechanisms, institutions, strengths, and imperfections. In this course we will examine questions of why we need legal rules, who the rule makers are, and who the rule enforcers are. We will also examine the standard techniques for reading rules, and the relationship of those techniques to the purposes of the rules. The purpose of this course is to equip students with tools to think critically about legal rules and about state intervention in the private domain.
