Course Description
Ever wonder what really goes on in the backrooms of City Hall? State and Local Government Law II will take you to those backrooms through the lens of the law that govern state and local finance and the business of government. You will learn what sources of revenues a city and county have to provide the services that all of us need and learn the limitations that are placed upon cities and counties in obtaining revenues. You will explore what happens when a city or local government can no longer meet its financial obligations and you will learn the legal requirements and limitations upon cities to deliver services, to deliver services equitably, and to limit risk and keep order.
This course will aid in full understanding of how it is that our society is structured in order to deliver police and fire services, maintain roads and parks, and provide and determine what other services will be part of public services versus the private sector. We will also examine the law of public records, conflicts in government and how to write a city ordinance or state statute.
